I said that Kent Brockman was the last major character of the season, and I stand by that. I know everyone here knows who Judge Snyder is, but I think most casual viewers would not even realise that there is a consistent judge in Springfield.
As with many characters, Judge Snyder's skin colour fluctuates a lot early on, and he is white in Krusty Gets Busted:
