Eagle-eyed viewers will note that we actually already saw him earlier in the episode, seeing Adil off as he boards the plane.
My attempt to determine his rank in the Albanian forces is based on the insignia on his arm - some vague Wikipedia research indicates that while the chevrons on his arm are upside down, two of them would make him a corporal, most likely in the land force.
Relations between communist Albania and the US had been frosty since World War II, but funnily enough bridges were starting to be repaired when this episode aired - it is likely that the relationship between the two countries actually shifted somewhat between the writing of this episode and its airing, making the conflict addressed here almost immediately obsolete and irrelevant. Maybe this was The Sparrow's last mission.
