Considering that this is an ongoing investigation, this guy is playing very fast and loose with revealing details to a civilian! Maybe that's why he never shows up again, he gets fired for incompetence.
The amount of weird details we fabricate here in this project means that someday there will be a whole secondary layer of continuity that only people who read these entries will understand.
