Our friends at the Simpsons Wiki claim he makes an appearance in season 3's "Homer Alone", and I think they are referring to this gentleman:
But I am making an executive decision that this random man in a bowling shop is NOT Mr Hoxha on a trip from Albania. Yes, I have that power. This bowling enthusiast doesn't even have a line anyway, so it doesn't matter for the purposes of this project.
