At a guess, he is going to assemble an unprecedented number of booby traps in his factory/lab buildings. Depending on how long he takes to load up his stuff, he might need to do a delaying action with Jellyfish.

He can try to design airships for faster building, but it will be difficult. They don't really have things like rolling mills or forging plants. They mine iron and other ores by hand and then melt it into ingots. Since they don't really have a lot of power tools, nearly all of the machining and manufacture of armor plates has to be done by mage-smithing. This would be a new thing for them because ship construction is typically on a lead time basis. There is no point in attempting mass production when cores are dug out maybe 1 every 2-3 years. More shards are a possibility, but remember that Yelena is trying to maintain her legitimacy and every core broken up to make shards is one noble family that cannot be landed. Nobles like shards because they are cool and a great way to compete with other nobles. However, ultimately, the more shards there are, the fewer noble families there are.

With all the newly supplied mythril cores, he should be making a standardized airship design or two that uses a whole mythril core, and fast-tracking making them to fill demand. Or at least he should be making lots of shard planes (since the design is already tried and tested and has already started production and was notably used to defend Lindholm) and arguing for more whole cores to be divided into shards now that they have plenty of the cores.

Another interesting question is how many shards survived. We know that there were lots of shards at the academy, for example, and there were at leatr two other airbases that held 20plus shards each. Many of them were shot down, but Yelena ordered them to stop trying to take off once she realized that the Lunite shards were just wrecking them with the speed and aliktude advantage they had. That suggests there were at least some surviving shards, with most probably at the academy, since it had the student/house shards. I expect all of the students belonging to the Blackstone and New Haven duchies left with their shards. Any shards that could not leave should have been requisitioned for the defense effort. Yelena should also try to get any remaining student shards just so they can't be grabbed by the northerners. They can either fly along with the evacuation fleet or just land on the hulls being towed and rotate through the active airships as part of the recon effort. While I doubt the Blackstones have good enough intelligence to try to intercept them, Yelena and her commanders do not know that. I think they are pretty sure that the northerners are going to the capital, but getting surprised again would be really bad. Interesting question, we know that the Blackstones have a spy in the Lindholm court, but we don't know who and we don't know how they make their reports. I expect Yelena's royal message orb operators would report on anyone who seems to be sending lots of traffic to the Blackstones. It matters because if the spy cannot communicate by orb, they can't tell the Blackstones that the RN is leaving and their destination.

Thinking about it some more, will the Queen advise the free orc population in the capital to flee before the Blackstone/New Haven forces arrive so they can avoid being enslaved? Given the attitudes held by the Blackstones and Hew Haveners, I expect they will try to enslave any orcs they find that are not already enslaved. They might leave estate workers alone, because they don't want to get negative opinion from the lords employing them. That said, I think they would regard any free orc townsfolk running their own shops or businesses as fair game.

Interesting thought, I wonder how Blackstone's arrival will play out. Does just the Blackstone fleet arrive, with New Haven trying to take out or at least keep Southshore away or do they both show up, relying on superior numbers and experience to crush the RN quickly. Either way, what do they do next? I think they might get stuck by their own pretext to stay near the capital. Allegedly, they went to the capital to defend it after Yelena so obviously failed to do so. It looks odd if they just head after Yelena and the RN immediately. Another point, are they going to accept that there are some free orcs in the capital or are they going to immediately try to enslave them? How is that going to affect the rest of the nobility? Lots of stuff to think about for the next chapter.
