This guy finally gets a moment to stand upright, out of bed, in full colour. I guess his appearance in Dr Monroe's advert implies he is an actor, not a horribly depressed man. The star of the police force, Lou, gets a lot more funny dialog than his partner Eddie. Lou is often used as Wiggum's second in command, and the conflict this often causes makes him much more memorable.
