September's 3rd Story: The Court Rouge

This story is a little special. The first half was written by the 'commissioner' himself and the second one (after the small division) was written by yours truly. He created the background and prologue as I wrote the main story and, since I thought it genuinely enhanced the story as a whole, I decided to put it all together in one!
