The comments about the Wehrmacht referred to the fact that about 2/3 of the way through the war Germany peacefully occupied Monaco, and the conservative Monagasques mainly cooperated, deporting their small Jewish population and betraying French and Italian Resistance members who filtered over the border.

The film won 3 Oscars & is known for its dynamic racing cinematography. Well worth seeing especially if you’re into cars.
