We know Ian's name because he is addressed in the free will debate in Ms Mellon's class. More on this debate tomorrow. He participates in the lunchtime Bart bullying, and is also possibly visible in the "Do The Bartman" video, but we cannot say much more for sure about him. He has no further appearances.
His nose shape and skin colour (I can't tell if they are going for a specific ethnicity but he is certainly isn't standard Simpsons yellow) make him stand out a little.
