The first thing astute fans will notice about this newsreader is that he is not Kent Brockman. More astute fans will notice he is not even Scott Christian, the lesser known news anchor. This is a proto-proto-newsreader:

Oddly, in his first appearance he is voiced by Harry Shearer, and then later in the same episode he is voiced by Dan Castellaneta:

Later, in "Krusty Gets Busted", he is seen asking Krusty a question as he is escorted into court, recognisable by his signature orange spot on his tie, the thing we all remember him for.

In this (seemingly final) appearance, he is voiced again by Shearer. Perhaps he quit his journalism career, seeing money in his talents as a man with a thousand voices. Well, two voices.
The show has yet to discover its usefulness as a satirical tool, and sees little need to comment on the American news media in any broad sense. As a result, characters like this are not fleshed out yet, although perhaps his line about their Bigfoot report interrupting the President's in-progress address is the start of the writers realising the potential of regularly returning to the news as a source for absurdity.
