They are very specifically designed, with distinct appearances. Their foreign accents imply this scientific investigation has been a worldwide media event, making Homer Simpson one of the most famous people in the world after only seven episodes.
Or perhaps the voice cast just wanted to have some fun doing accents in the recording booth. This guy is German, as most cartoon scientists are.
