This gent is very confident that Burns not eating Blinky has ended his political career permanently, which speaks to the naivety of politics in 1990. The idea that a politician would be ruined by a single display of hypocrisy is almost laughable now, but in the 90s you could pin your plot on it (see also, Batman Returns, only two years later.) In The Simpsons, politicians are crooked and corrupt - but only behind closed doors, at least for now.
Hey, check out that guy with glasses in the background! I was trying to figure out if he was a reused character design, and the best I could come up with was that he was maybe at Eugene's stag-do. If he makes a more significant appearance, I am struggling to place him. At least we know we can recognise reporter, who shows up a surprising amount.
