Because Clarke defeated the mountain men which Lexa couldn't do, so it made Lexa look weak. The grounders believe that killing someone takes their power, so they think Clarke got the mountain men's power. The queen of the Ice Nation put a bounty on Clarke so that she can kill Clarke and take all that power.
