We'd need more time for Tornado. With the left head recovering, I think we've lost our chance for that. For now. Use Wind Ball on the middle head. If that distracts the other heads enough, tell Bird Samurai to attack whichever head is open. Hopefully that'll keep them busy enough to be able to set up a Tornado in future turns.
