Runt Whiner skills update

I've been working on the Runt Whiner fight and got some skills done for him! I've drawn animations and icons for the skills, too.

Chop
Runt strikes the target with his hand. Deals 25% MAX HP damage.
Cape Swish
Runt smacks a target with his cape, blinding them and dealing damage.
Intimidating Presence
Runt gains SPE and his abilities are updated. At the end of the turn, one of the party members gets scared and gets a ATK, MAG and SPE debuff for 3 turns.
Triple Chop
Runt strikes the target with his hands 3 times. Deals 50% MAX HP damage.
Broad Cape Swipe
Runt smacks all targets with his cape and deals damage to them, 50% chance to Blind the target.
Regain Composure
Runt calms down and heals himself.
