No, he definitely had more. It was mentioned in the maze episode that they all died, so the current emperor was the only remaining heir. He had a different mother as well.

One was casted outside the palace, the second is the current emperor, and (many years later) the third was Jinshi (yeah, kinda, we have already exposed a lot about the baby swap theory by this time 😁)

The current emperor, a son who died and was replaced by his grandson Jinshi, and possibly a daughter that was sent away with a doctor (if Jinshi's theory is right). He only has those three, because the girls he was taking to bed *were not old enough to have children.* So. Yeah.
