We've used nukes on human life, and the resulting terror got other countries to develop them, and now out of fear, no one wants to use them because of the mutual destruction that would ensue. It's why you don't see as many large scale wars anymore and we have some semblance of "peace". It's just fear, and he was right, it would work lol
