The only time I really saw Turborg was when I was studying in Moscow in the fall of 1995 (sadly, I left before Who Shot Mr Burns Part II so I had to wait until late December to see it finaly). Turborg was like the nectar of the gods since Russian beer generally sucked, any American beer from that time was by definition like sex in a canoe. On occasion I could find Fosters which was okay and the few times I found Guinness it was 10 bucks a pint. My friends and I often went to a jazz club called Krizisnii Zhanr (Crisis Genre) that had a nice mix of foreign students and hipster young Russians and Turborg on tap for 8000 to 10000 roubles ($2 to $2.50) I usually would get a pint (or five) of Tuborg dark (tyomnoe) and sometimes Turborg light (svetnoe) and smoke a pack or two listening to some real nice music, although thanks to the five pints or so I can't really remember *what* the music really was.

I ended up taking an international law class in college to fill out some elective credit or another, and like half the lectures centered around boats. Not only are there plenty of international treaties governing what happens in "international waters", the laws of wherever the boat is registered generally apply, which due to companies trying to dodge tax or safety laws, often ends up being either Thailand or Norway. Countries also have some degree of jurisdiction when it comes to their citizens, so, hypothetically, if someone was murdered while out at sea, their home country could most likely bring charges. Whether or not there's an extradition agreement between the countries involved or one of those other countries wants to try the suspect first could bog any legal proceedings down for years, but the laws still technically exist.
