I interpret it as him letting his wife adopt so she has someone to entertain her and take care of her when he is gone. The wife mentions being allergic to animals- thus they got a daughter instead of a pet. Also knowing that they lost a child they are probably trying to heal that trauma too, but getting a younger child wouldn't really work with the wife's problems and the husband being away. Hence why a teenager is better. I also assume the orphanage or Beth told them she is actually 15- not 13, since she is clearly in High school, not middle school. Her being 15 places us around 1963-64 (based on her turning 9 in november on 1957) I think. Her allowence of 40 cents in 64' is about 4 dollars today. The 5 dollars for entering the tournament, about 50$ today and the grand prize of 100$ is about 1000$ today.
