Just because Harry is past eighteen, that doesn't mean any property must be open to him yet. Assuming there are trusts and inheritance rules written for such matters (less a matter of laws than of his parents and grandparents wanting to be sure he was mature enough to deal with such things) Harry might not be old enough to claim what is his.

Making them take up arms against those who have little or no concern for the value of human life is not easy. Getting them to use lethal force makes matters that much harder. More than once in Peter O'Donnell's Modesty Blaise stories, Ms. Blaise would find herself hampered by an ally who knew killing the enemy was necessary but would still hesitate and (potentially) get themself or others killed. She noted it was a problem of being too civilized.

Also, I know I've skipped at least a dozen chapters of this saga, but doesn't the Potter family have other, older properties? (It's not a recent family line after all.) Might any of them have a pensieve or two? How does Harry access them?
