RetroPie package updating improvements

Amongst other changes I have recently been improving package updating within RetroPie. A while ago I made it so binaries were only updated when there was a new version, but source installs would always rebuild everything when updating.

With a PR I recently merged ( https://github.com/RetroPie/RetroPie-Setup/pull/3302 ), source based installs of packages now only update if there was a change upstream. This makes updating a lot quicker, as it avoids recompiling software that hadn't actually changed.

Other changes include showing disabled packages in the menus as red so all packages are visible. When switching from the RPI3 to the RPI4 or to a Linux x86_64 system some users asked where certain emulators were etc. This should help with that I hope. Choosing the disabled package will show some information as to why it's disabled.

I also added some headings to the package management and made it easier to install 3rd party repos via the ext/ folder ( see https://github.com/RetroPie/RetroPie-Setup/pull/3298 )

I apologise for not using patreon more, and supporting my backers with updates. I have been busy improving RetroPie though, and I really appreciate your support.

Really appreciate the work you do on this project. As far as posting updates, I personally don't need them, but a lot of the people here seem to appreciate it. Keep up the good work, you'll have my support through patreon well into the future.

Argh, and I didn't know Patreon enough to know that Enter sends my post instead of beginning a new line in the comment box. 😕 I would like to add that updating only the updated source based installs is very much appreciated. It saves much time when you do update your RetroPie system regularly.

Thanks for the update. More would be nice, but without any pressure. I'd rather give you more time to improve RetroPie and rest enough than having many updates here.

It's great to be reminded of the awesome work you do! There's so many places emailing for attention so monthly would be just fine, as it ties into the patreon cadence of monthly donations. Bi-monthly would be fine too.

Updates would be great. It would be nice to strike a balance between "following every git commit" and "reading the changelog each release". Maybe a weekly or fortnightly or monthly update on big script features and package updates/changes/additions?
