The answer is yes. Klenn did absolutely everything out of protocol, and he paid the price. No matter how fun and irresponsible the guys were at the post, they are at a particularly important strategic GN facility.
As soon as Thijs started acting suspiciously (whether he was joking or not), Clenn had to execute protocol 3-4141, which in short stands for "unidentified target threat in GN territory - single target detention".
Since he thought his brother was joking, he allowed a critical situation to arise where detention was no longer possible and had to go to protocol 3-4151, "unidentified target threat in GN territory - single target elimination".
However, even here he failed and shot Thijs in the shoulder. Or did he miss on purpose...?
