Update: Small Tier adjustments + Returning perk moved to another tier

In order to keep along with Patreon's rules, I will be bring back the patron requests BUT they will be limited slots, it's a first come, first serve when it comes to patrons under that tier. Along with that, I improved the wording for the describing each tier and what soon to be patrons would be getting if they joined whichever they want
