It is mostly done traditionally, just the contrast and shadings are done on photoshop :)

Here are my basic steps how I draw a digital picture:
1. Sketch with an usual pencil on a normal A4 paper
2. Lineart that is actually not digital lineart but a really thin marker. I draw the lines traditionally on the paper and then I scan it.
3. Basic colors added on Photoshop CC 2015.
4. 2D shading on Photoshop CC 2015.
