This is, as far as I know, an old Scottish lullaby.  That's me singing and playing all instruments.  The lyrics are in some kind of old Scots dialect.

I don't know what "baloo balleerie" means.  It is probably nonsense or it might be derived from an old Gaelic phrase but I'm sure the meaning is irrelevant.  Each line ends with the phrase "oor Ben Noo" which I parse as ...
