I can definitely sympathise with this take and I agree with you for the most part but for me the appeal of the show was in its kinda surreal, omnious grit. The way it flits between such extreme violence, then sex, then horror then tragedy then raw bloody violence again. I enjoyed how it kind evoked that almost dreamlike/ nightmarish feeling of being nice, then horrible, then heartbreaking then the nice part is retroactively scary somehow. Don't get me wrong I'm not a huge fan of the show or anything, I just thought it was interesting. The intro I think sums this up perfectly. Weird angles, people doing things and things happening for strange or ill defined reasons, vaguely familiar scenes in the form of movie references, the golden bowling ball comes back huge in a totally unrelated setting for no reason. And the whole thing is shot through with very raw, animalistic human instincts and completely vicious imagery. It's not like a life changing, S-tier story or anything, it's just weird and cool.

I used to be a bit of a snob about 2D animation being better than 3D animation, and maybe I still am, but I don't think 3D animation necessarily means worse action scenes, it's just different. Monty Oum made some incredible fight scenes, sometimes with models that he just ripped straight from video games, and the choreography was brilliant even when the visuals were pretty basic. Even then, stuff like Arcane and the Spider-Verse films show you can make some really nice visuals in 3D animation.
Honestly, I think that good action might not be as common as it seems, even in action shows. Sometimes you get the good choreography like Avatar or FMA, sometimes you get the over the top visuals like Frieren seems to have, sometimes you get both, sometimes you get neither. It's like Aang vs Zuko in Bato of the Water Tribe, compared to Aang fusing with the Ocean Spirit and destroying the Fire Nation navy, compared to Aang twirling his stick at Zuko in the first episode.
Also, I've not seen Chainsaw Man, but based on this video it seems pretty jarring when they go from 2D to 3D. It's like the tanks in Avatar, it just stands out too much. We're definitely at the point where that stuff can be blended much better, even if it does still stand out a bit sometimes, so I don't know why it looks so iffy here.
