Or maybe Thomas Riker! It would be fun to have Will Riker arguing with Thomas Riker about how he hasn’t changed, more focused on himself and his career than putting the needs of the Federation first. Then Thomas Riker sacrifices himself to transfer the research off a research station as it explodes.

Have Dr Pulaski, Ensign Lefler, Riker's Dad and Leah Brahms as part of a scientific expedition to try and resolve warp drive and they are all killed by the experimental miss fire as neither side has solution yet. Give it some stakes and tie up some loose ends.

Voyager is supposedly built with the solution so I doubt it. Or that'd be very weird. Voyager makes it back home. The Admirals are like "Oh fuck you've doomed the universe." then someone notes "Oh wait, they have the upgradeby sheer chance, never mind."

I'm not an expert on DS9 or Voyager but it seems like having the Federation reduce maximum warp wouldn't have a direct impact on those shows. One show doesn't go anywhere and the other is set on a space station. HEYO! But seriously, isn't Voyager too far away to learn about this development?

I agree with Andy that this was a cool swing to take; the Federation adopts the Warp 5 speed limit, and I agree they could have resolved it this season. I wish they’d done an episode later in the season where the Enterprise is at the neutral zone and are told that they have to lower the speed limit and again. And they’re like “at this speed it will take years to get back to Earth” but some diplomat from a planet near the neutral zone tells Picard that the Romulans have solved the warp drive issue. Perhaps a warp drive test of stolen Romulan parts damages some small planet of non-sentient life, so we can feel consequences. Starfleet then sends the Enterprise intentionally into the Neutral Zone, risking war, to seek out a scientific exchange of warp research. And maybe the outcome should be that only by sharing knowledge between the Federation and Romulans were they able to solve it. But the cold war continues on.
