The poems are a bit cryptic, but you can figure out what everything exactly means when you first read them if you put your mind to it. As for Neon's nen, they did explain that Nen can manifest in very talented individuals. Her manifesting a Nen ability essentially means that she had a very strong desire to become a fortune teller (and probably also a talent).
