That entire place would have been completely gone and everybody within the vicinity of it. He's really a nuke. That's all he is and they wouldn't want to nuke the boat. Also Armin would have died had he been shot in the head because if you remember what piek said to Erin When she was pointing the gun at him saying if I pull the trigger, your brains will splatter on the floor and you won't have time to transform. It's true. It's an instant death. They can only transform by a near fatal injury so Connie knew in that moment it was either kill your friends on the other side or lose one of your longtime comrades

He is the guy season 1 episode 4 when the colossal attacked the wall again he got knocked off and was falling headfirst and Sasha saved him by stabbing his foot with her ODM gear spear. I think that's literally the last time we saw Samuel lmao but man, just imagine that you spent years and years with these people build dreams together. This was everybody's dream to be free and you go against your friends because you don't agree with the philosophies and their eyes. Yes, Connie and Armin are major traitors but you know it's a gray area. It's not black and white genocide is wrong and some people think it's okay on that island to protect themselves

As much as I'd love to see Armin as a titan more, he really is a "last resort" kind of titan. Same reason he didn't do it at the start of season 4 part 2, when they were protecting Eren trying to get to Zeke.
