In an absolute matriarchal society, it's only natural that only the males suffer the restrictions.
And what better way to enforce them than state-controlled chastity.
To keep the population stable, only a small percentage of the most genetically appealing males are allowed to reproduce.
Those are determined through a one-time mandatory sperm collection.
Groups of young males are sent to collection centers upon becoming adults, where they are graded by volume and quality. Refusing or failing to provide a sample within the allocated time is a grave offense punished harshly.
