As a way to both humiliate and making the inmates understand the gravity of their crime, the government took away a part of their height depending of the severity of what they were put in a cell for.
Christopher loved this change, not only it was a rush of power to see the inmates so small, but they also added some punishements in the daily routine. Here, Christopher makes his round of tasks with a large scale of inmates. Though each their own sizes, Chris has fun with all of them, that's for sure.
