Yes, while Kira could use most of the magic in this world as he could use his hands to reach the core of the magic, the foundation, it didn't mean that he had the mastery to master those magics to the fullest. 

Instead, his talent as a mage was just so-so, and even if he could use a Giant Magic like Makarov, he was sure that if they fought, he would be the loser as the difference in experience, magic power, and many others were quite a lot. 

Still, his power wasn't limited to Shiro Kotomine as he had the power of Mata Hari and Henry Jekyll and Hyde. 

The power of Mata Hari, despite not being able to be used to fight physically, was useful in many situations. 

As for the power of Jekyll and Hyde, despite how unstable it was, the skill "Monstrous Power" gave him quite good physical ability and endurance to fight Natsu head-on with his fists.

Hearing that answer, Lucy also agreed and joined Fairy Tail with him. 

The guild was weird and probably at the borderline of the illegal guild, but even so, it was still the strongest guild in Fiore and probably one of the strongest in the world. 

Makarov might be like that, but his talent at searching for a talented and powerful magician was top-notch since many main characters of this story were taken care of by him. 

Whether it was Natsu, Gray, Erza, Mirajane, or many others, they were all picked up by Makarov, and probably due to that, it used all of his luck, so it made him have to deal with many unlucky events from complaints from the Magic Council or reimbursement of all the damages caused by the Fairy Tail magicians. 

With that thought, if in the world of Naruto wished to become Hokage, which was the leader of the village, even if Kira was given a chance to become the leader of Fairy Tail, he would definitely refuse, especially when he thought all the payments that Makarov had paid for all of them. 

"So, where do you want your tattoo to be, Kira, Lucy? Also, what color do you want it to be?" 

Mirajane, who stayed by their side, asked with a smile, asking where they wanted their tattoo to be. 

"Just here." 

Lucy didn't hesitate, pointed to the front part of their hand, and even asked in a pink color. 

"Okay." 

Mirajane easily gave the tattoo to Lucy and then looked at Kira. "What about you, Kira?"

Kira didn't really want to have a tattoo, but he knew that it was necessary so everyone could be clear that he was a member of Fairy Tail and even registered as people who wouldn't die even if the antagonist made their attack. 

"Just on my wrist with a black color." 

The wrist was quite hidden, so if he didn't want to, no one would see it, but at the same time, it was easy to show as he only needed to pull his sleeve.

As he said so, Mirajane pressed a tattoo stamp on Kira's wrist. 

"Congratulations, you two have become members of Fairy Tail!" 

Mirajane looked at the two with a happy smile, and everyone also joined in and cheered, "CONGRATULATIONS!" 

Having a new member, especially a strong one, was obviously a good thing.

Still, if there was something that he could do, it would be to challenge all the members of Fairy Tail to fight, similar to what he did to Natsu since his previous fight filled his gacha for a considerable amount.

If someone said that, Kira would smack their heads since what made the Dragon Slayer Magic wasn't a Caster-Type Magic, which he could use without any mediums or tools since to use this magic, one needed to have a connection with a dragon, whether it was to be taught, killed, eaten, or have a Dragon Lacrima (crystallized magic) implanted on their bodies. 

Even Natsu, with how he was, had Igneel inside his body, hiding, waiting, and empowered until the last night. 

In other words, even if Kira could access all the magic by using his hands as a key to open the door of all magic, some magics needed a certain tool, medium, or other requirements, which would be impossible to do unless he got that certain tool, medium, or completed those requirements. 

Yet, even if Kira could use the Dragon Slayer Magic, somehow, he didn't have confidence that he could develop it further, so he knew that he should focus on his gacha as it was the fastest, stable, and sure way to become stronger. 

Still, as he thought to learn the magic of those around him, a commotion happened, which made him turn and see a young boy who faced Makarov. 

"Please look for my father! I am worried about him!" 

Yet, as the young boy said so, Kira noticed Natsu's expression quickly changed.
