I think a lot of low cost devices today either run older Android or something like KaiOS, which all support more modern web than WAP

Some of the later Nokia phones with Symbian OS had wifi as well and wap browsers.

You could test using a palm pilot tx that has wifi and use one of the browsers that supports WAP. Or maybe Psion Series 5mx with some sort of serial internet bridge or compact flash wifi card.
