But it's purpose is to manage us and manufacture our consent for the exploitation Capitalism subjects us to. Lawmakers aren't struggling to do what's best for us. They are doing what's best for Capitalism and are struggling to keep us quiet and complacent. Even if you managed to setup such a treaty every effort would be made to violate it and tear it down until it was toothless. Every incentive lawmakers have is to continue to serve the interests of corporations.
