This idea presupposes that the purpose of government under Capitalism is to serve the interests of the people. But it's purpose is to manage us and manufacture our consent for the exploitation Capitalism subjects us to. Lawmakers aren't struggling to do what's best for us. They are doing what's best for Capitalism and are struggling to keep us quiet and complacent. Even if you managed to setup such a treaty every effort would be made to violate it and tear it down until it was toothless. Every incentive lawmakers have is to continue to serve the interests of corporations.

Time for an international tax treaty. And global tax tribunals. We shouldn't need a specific tax law to see companies like Apple are sitting on hundreds of billions in unused profits they have no intention to reinvest into innovation. MMT says "we don't need taxes" but I think that raising taxes on these companies in a way that gets them to pay their labor force better could work. Also the threat of nationalization. And actually nationalizing most banking & insurance & Real Estate.
