in every successive large operative team there is chain of command so that one can not bring down all unless they are the tippy-top highest leader. Everyone else has pieces of info that if taken can not be enough to tear down the entire group, just a section of the whole. IMO the test is about survival (in a dangerous location), intel gathering (collecting scrolls through force, bribery, tricks, etc), stealth (get in, get info, get to base) , and can you be trusted to protect intel for your village without compromising it? Scrolls can have traps and if you get it home there are specialists to deal with that but you decided to have a look-see? I wouldn't want you as a subordinate.

You get the intel and return to home/base while in constant enemy territory in a dangerous environment. You are to get the info and send it to your superior, not read it and potentially hurt the cause. If the message can only be decoded by your tech people, but you figure out the code and are captured later, why try to unlock a cipher if they can just torture you because you know the info?
