Yes, but nothing is saying that the non participating universes can't have anyone stronger than the people competing. I don't think Suraj was saying that the non competing universes could have stronger people just based off of their mortal level, he was just talking in general that in the future they could be revealed to have stronger fighters. And knowing DB, that will absolutely be the case. Would not surprise me if the non competing universes have people stronger than Jiren or something lol.
