William treated Vilde like crap, and he never legit apologized to her it was bullshit and confused her. All he had to do was come to her in the S1 finale and say "listen. I'm sorry I was so rude to you, I am still not interested in dating you, but I didn't have to be an asshole about it" that would have been super clear and then any confusion after that would have been on Vilde. Yes Noora is starting to like him... NOW... but William blackmailed the hell out of Noora. I wish they would have had him pursue her and then when she said no he would have backed off, apologized to Vilde CORRECTLY and then the show would have had Noora changing her mind and low-key trying to get William's attention again. A lot of people really dislike S2 because it portrays a girl who is pursued by a guy who pressures her and ignores her requests to leave her alone, then shows her abandoning her principles for a hot guy who acts like trash and doesn't have any regrets about it... and the show passes it off as romantic.
