It's because you can't do more than what ymir can do is my understanding. She can modify the eldian body all she wants but she can't change the dna to something that is not her. Unless she can separate what made her a titan I don't see a way.

Not waiting for someone's judgment for a century, as royal family did. Otherwise, innocent people will continue to die and be enslaved. Otherwise someday someone with a massive power will rise up to commit freeing spree. I think that's one of the thing AoT is about. Those being oppressed for sins they never committed will always find their way to commit their own sins. So stop the oppression before it's too late to choose side. Otherwise beware.
