The main cop(Big Cat) is the funniest. He loves holding the press conferences revealing the aftermath of Ryan Madison and Taylor, and Loach fighting his ex-wifes husband. He's got some of the funniest lines of S3.

However, in Barry, there's a running theme that everyone in LA is an idiot. The cops are idiots, the actors are idiots, and even the criminals are idiots. The fact that Barry, an out of towner, is skating circles around everyone is rather telling. Hell, he hasn't even been grazed by a bullet despite being involved in numerous shootouts and hits being put on his head.
