The whole "Wizard of Oz" thing is an ongoing play on Tobias' sexuality. Back in the day, when gay people had to stay hidden, they would often use Oz as a metaphor for the gay lifestyle, and the term "Friend of Dorothy" (which one of the inmates in this episode calls himself) was a coded way of saying that someone was gay. This show always has whole threads of jokes you can blink and miss if you don't know the specific thing they are playing on.
