I honestly don't think Clover's decision was meant to be especially sympathetic - it was meant to be the Bad Call as a result of blind loyalty. Especially because Qrow tries to avoid fighting Clover at first and when he finally does start striking back at Clover it's because he's given up trying to get through to him. I get the impression the scriptwriters wanted it to be a little more chaotic than it was, with all three combatants switching back and forth between targets in the heat of the moment, but they erred on the side of making sure that it was clear that, while he's certainly going to blame himself, Qrow is not responsible for Clover's death.
