SIMS 4 hair rendering system is so outdated that it takes me almost a whole day to fix all transparency issues for hairs with curls. EA could add a modern shader to the game. But I think that is so hard-coded that we can only hope to see this improvement MAYBE in SIMS 5 (IF we don't see the clay-like/cartoonish style again).
