Corky James Jones, or Jimbo as we generally know him, is a character whose purpose will shift depending on what character's point of view we see him from.
To Bart, or any of the younger characters, Jimbo is a threat, a menace, the top of the food chain. He is an unsurpassable obstacle, a force of nature, a necessary part of the schoolyard ecosystem. He exists to terrorise those beneath him, and that makes him scary to the viewer, even if in real terms we know he's not that dangerous.
But from an adult's perspective, he's just some pathetic punk kid. Sure, he can cause mischief for the citizens of Springfield (for example, when he chases Flanders in "In Marge We Trust"), but he's mostly portrayed as a dumb teenager with little else going on. I don't think we are offered much insight into Jimbo beyond this - despite existing for 30 years, he is quite a shallow character.
