They clearly look different, and they spell and pronounce their names differently. Springfield is a town with two dedicated candy stores, which make sense in a way.
The Telltale Head features Bill biggest role:
But I've gone and done that thing where I attempt to locate him in other episodes:
"Homer vs Lisa and the 8th Commandment" (I'm not 100% sure this is him, but look at all these other familiar faces! Howard's Mother! Mother and Baby! Plus fake Skinner!)
"Treehouse of Horror II"
"A Streetcar Named Marge" (Side note: look at Jasper go! You go, Jasper!)
And finally, "Marge in Chains", in which he has ditched the candy store for a hot dog stand.
The name "Bill", incidentally, is taken from the script for "The Telltale Head". It will not surprise you to know it does not come up in any of these appearances.
