The Kingpin himself! Arch nemesis of both Spider-man and Dared- wait. Wrong guy.

I feel like if this sappy heartfelt speech had been delivered within the show a couple of seasons later, it would have been more of a joke. Here, the joke is that the other stag-do attendees are bored by this genuine display of emotion, but I think later writers would have seized the opportunity to make his speech more over-the-top and schmaltzy. As is, his wholesomeness is used primarily as a contrast to Homer, as we have seen with other minor characters in the past.
Mr Fisk actually appears more than his son. He is seen alongside the commentator at Sir Putt-a-Lot's first annual miniature golf tournament in "Dead Putting Society", although he himself does not have a microphone, so perhaps he is taking on a producer role:

And this could perhaps be him at the very right, watching the Bout To Knock The Other Guy Out in "Homer vs. Lisa and the 8th Commandment":

If this is him, his standards have slipped. A man once disgusted at the thought of a stripper at a stag party is now watching illegal cable. Maybe he only keeps up the wholesome attitude in front of his son. It's nice that he and Homer appear to have kept in touch though.
