This is getting complicated.
SO I had originally pegged Freddy as the next numbered character, #0189, for when he asks Milhouse for a copy of Bart's picture:

All the while thinking to myself "I recognise this design, we already covered this guy back in Bart The General. I know! He's one of the kids from the playground!"
But NO. He's already had a far more significant role than that. Freddy has already had a speaking role, in his now iconic appearance as "0112 - Kid Who Falls In Bin". Of course, you probably already knew that if you have all the numbers memorised with their corresponding characters, like some kind of lunatic.
It felt only right to give Freddy his proper due, as he is another recurring background kid, even if the show forgets his colouring one scene later:

Freddy's skin colour is often inconsistent, as is his age, as he can be seen in Bart's class and Lisa's throughout the show. He stands out to me because of his teeny tiny eyes, similar to the way I draw eyes, so maybe this is one of my more show-accurate drawings.
As with many of the kid characters, there are far too many Freddy appearances to make note of them all, so here's a small selection from "The Crepes of Wrath", "Itchy & Scratchy & Marge" and "Last Exit To Springfield":



And here he is appearing in Simpsons Comics #59, which I mainly include as proof that I'm slowly starting to make my way through the comics too. Will it be worth it?:
