0189 - Freddy's Dad

We can say for sure that he is Freddy's dad, as he calls Freddy son. We cannot say for sure that this is Mike, who faxes the picture to Al.
He never appears again in his role as Freddy's father, but he may appear in a couple of court scenes:
I've noticed this design a couple of times in scenes and always thought of him as "budget Principal Skinner", but his appearance alongside Skinner here at least indicates that they are two separate distinct designs, and that this guy is not just an off-model Skinner.
