0197 - Club Owner

Now I will admit there is no reason to assume this guy is necessarily the "owner" of Springfield's fine Foxy Boxing establishment, but just look at him. Unless a later episode contradicts his ownership, I'm making a firm judgement on this.
Perhaps I am an innocent naive cherub, but "foxy boxing" is a term I only know from the Simpsons. Like, it's a real thing, but were it not for the three separate times the Simpsons referenced it as a concept I'm not sure I would have ever heard of it. To be fair, it is a funny phrase to include.

I made the judgement call that he does NOT qualify as a speaking character as the inaudible commentary that can be heard does not sync up with his lip movements. As the commentary continues within the establishment in the following shot:
I am ruling that the voice heard is the (unseen) announcer in the venue, and thus the announcer and the promoter are two separate characters. This may be controversial, but please don't make me waste any more precious moments on this mortal coil worrying about this ridiculous distinction.
