This lady is voiced by LEGENDARY voice actress June Foray. I suppose she was "best" known as Granny from Looney Tunes, but this is such a downplaying of her incredible career - just browse her IMDB to see how prolific she was. How many people have been on the original Rocky and Bullwinkle show and the Simpsons? Not many, I'll bet.
Whether intentional or not, this appearance in this episode really feels like a passing of the torch, of sorts, as TV animation is brought into a new era. The Simpsons has arrived, and cartoons will be different now. This is not to say Foray was done with the medium - she worked extensively up until 2015, and passed away in 2017 at the age of 99.
The character herself is not voiced again after this episode, but appears a handful of times.
