0282 - Nuclear Inspector

He is actually not one of the inspectors seen in the probably better known inspection of season 5's "Homer Goes To College":
so what happened to him? Let's go full Dave Shutton (remember him?) and investigate what happened to this guy.
At some point after this inspection he dyes his hair (everyone in this show seems to dye their hair at some point) and moves to Detroit, where he helps Homer design a car ("O Brother, Where Art Thou"):
After Herb Powell's company falls apart, he moves back to Springfield and joins Tipsy McStagger's research team, under the leadership of a nerdy looking scientist that we have yet to encounter ("Flaming Moe's"):
And then years later he changes his hair AND skin colour to shout at immigrants looking to get US citizenship ("Much Apu About Nothing"):
It's rare we get the chance to follow a background character's full trajectory like this, but we can see this gentleman has had quite a varied career (nuclear inspector/car designer/drink researcher/xenophobe).
